Bloomfield council moves forward with two development agreements, approves invoices and sets parking hearing

The Bloomfield City Council voted to move forward with development agreements for two local businesses and approved a package of routine invoices and appointments during its recent meeting.
Staff described proposed incentive packages for SKP Industrial and Metal Wholesale. For SKP, staff said the recommended package includes up to $50,000 in forgivable utility installation costs and up to $50,000 in tax-reimbursement (TIF) assistance over a term (staff noted the city will include a clause that relieves the city of reimbursement obligation if TIP funds are unavailable). For Metal Wholesale, staff said the business requires minimal utility work (an estimated $2,200 gas-meter upgrade) and discussed tax-abatement assistance of up to $130,000 over a term the council may approve.
Council members moved and seconded a motion to proceed with the paperwork and the staff-recommended figures; the motion carried with the council members present registering assent by voice. Staff said utilities for one project would be installed immediately and the city would cover the upfront costs and treat those as forgivable at the agreed amount.
In other business, the council approved a public-safety reimbursement payment covering the city’s share of dispatcher expenses for the July–September 2025 period in the amount of $58,328 and approved an SRF reimbursement invoice of $1,572 for engineering fees. The council also approved an equipment payment to John Deere Financial for $117,488 and an East Street repair invoice for $1,048 to Norris Asel.
The council set a public hearing for 7 p.m. on Nov. 21, 2024, to consider amending Chapter 69 of the Bloomfield code to change off-street parking restrictions and establish penalties. The council also reappointed John Schroer to the Airport Commission, with the term to run through November 2030.
The motions and approvals recorded during the meeting were procedural moves to authorize staff to finalize paperwork and collect final agreements; staff will return with formal documents for final council approval as needed.
