Mayor says he sought MOU for police regionalization; chief declined to sign after solicitor review

Mayor Lincoln Kretchmar told the Feb. 24 work session that he had met with the council president and the borough Solicitor to explore potential police service consolidation or regionalization opportunities with Brighton Township. He said he provided the Chief of Police a proposed memorandum of understanding intended to align operational expectations consistent with statutory authority under Title 8, Section 1123.
After consultation with the Solicitor, the Chief declined to sign the MOU and instead provided a prior letter that Council had issued at the time he accepted the chief’s position. The Mayor also distributed the Chief’s DROP enrollment form and a relevant ordinance. No further action was taken at the work session to pursue or finalize a consolidation agreement; council discussion included a request that the Solicitor’s guidance be sought on committee quorum and related procedural questions.
At the same meeting, Manager/Chief Dan Madgar addressed circulating interpretations about the law and said he did not intend to leave his post and plans to serve in 2027.
