Beaver mayor honored, officer promoted and council president announces resignation; Civil Service changes approved

Beaver Borough Council used part of its Dec. 9 meeting for several personnel and recognition items: Mayor Thomas Hamilton received a plaque marking 21 years of service, Officer Robert Turyan was promoted to the rank of corporal effective Jan. 1, 2026, the Civil Service Commission accepted Ryan Doran’s resignation and appointed Amy Shaddick to fill the unexpired term through Dec. 31, 2030, and Council President Sean Snowden announced he will resign at the Reorganization Meeting on Jan. 5, 2026.
The promotion of Officer Robert Turyan was approved by council motion (moved by Bob Bickerton, seconded by Todd Hindman) and recorded as passing by voice vote. Mayor Hamilton, who was recognized at the meeting, thanked colleagues and expressed pride in Turyan’s promotion.
During public comment, several residents thanked Mayor Hamilton for his service and for work with borough departments. Midge Sefton (Ward 3) said she was "proud to call Mayor Hamilton a friend," and Ron Nardick, Vanport Township Board President, thanked Mayor Hamilton and Chief Dan Madgar for their positive relationship. Public commenters also raised questions about the Borough Manager’s salary and ordinance compliance; Ellen Kretchmar said the manager had not followed Ordinance 577 regarding a written budget report and asked for more detail on the proposed Assistant Borough Manager position.
On commission business, Council accepted the immediate resignation of Civil Service Commission member Ryan Doran and, based on the commission's recommendation, appointed Amy Shaddick to fill the unexpired term ending Dec. 31, 2030. The motion to appoint Ms. Shaddick passed by voice vote. The meeting adjourned after a motion by Alexander Andres; an executive session concluded at 8:31 p.m.
