Resident questions Borough Manager’s Municipal Authority role after water-rate increase

Ellen Kretchmar of Ward 2 raised concerns during public comment about a January increase in water rates and a Right‑to‑Know response that, she said, indicated no records exist of a business agreement or contract between Borough Manager Dan Madgar and the Municipal Authority.
Kretchmar asked whether council wanted to review Mr. Madgar’s job duties for the Municipal Authority. Councilmember Margaret McKean said that the arrangement had been discussed previously at an open meeting. Manager Madgar said the arrangement was created to avoid hiring another manager, that it provides convenience and efficiency and that Municipal Authority employees are considered Borough employees. Councilmember Michael Deelo said the arrangement was established roughly 10 years ago to set a management protocol.
No formal audit, vote or motion to require additional documentation or a formal review was recorded at the work session; Kretchmar’s request and the Right‑to‑Know result were noted for follow‑up.
