Beaver Borough proposes higher permit fees, sets rental registration late fees of $50–$200

Borough Manager Dan Madgar presented a draft 2026 fee schedule Nov. 25 that raises several permit fees and sets a late-fee schedule for rental registration. Proposed changes include a commercial tenant permit increase from $150 to $200, fence permits from $75 to $100, concrete permits from $175 to $200, and demolition permits from $150 to $200. A replacement yard and leaf waste card would be set at $15 and a firework display permit at $100. Rental Registration late fees were proposed in a $50–$200 range to encourage earlier payments after staff reported 177 owners paid late last year.
During review, Councilmember Margaret McKean questioned raising an additional inspection fee tied to rental registration; staff indicated the Rental Registration Code Enforcement Officer will review inspection-related fee adjustments. Finance Committee members also discussed proposed implementation of late fees and the revenue and compliance rationale behind them.
Why it matters: fee increases and late fees change the cost of development and rental compliance for residents and small businesses. Council will consider these changes as part of the 2026 budget adoption process; advertising of the budget was approved Nov. 25 and a final vote is scheduled for Dec. 9.
