Beaver Borough Council approves Enterprise Zone application, seeks $220,238 grant for police cameras and OKs $28,500 library donation

Beaver Borough Council voted on Oct. 28 to authorize the Borough’s inclusion in a Beaver County Neighborhood Assistance Program Enterprise Zone application and to pursue grant funding for police body and vehicle cameras, while also approving a $28,500 donation to the Beaver Area Memorial Library.
Lew Villotti of the Beaver County Corporation for Economic Development (CED) presented the Enterprise Zone application, explaining the state Neighborhood Assistance Program allows property improvements within a designated district to be eligible for Enterprise Zone tax credits and that up to $500,000 in improvements on a property can qualify. Villotti noted a recent change broadened the application to include commercial properties in historic river towns, including Beaver. He said the state tax credit does not change local tax rates and that a Council resolution is required to include Beaver in the multi‑municipal filing.
Council acted on the program with Resolution 2025‑03. Motion by Roberta Good, seconded by Margaret McKean, to approve Resolution 2025‑03 authorizing Beaver County CED to file the application with the Pennsylvania Department of Community and Economic Development passed by voice vote; the minutes record that Council member Robert Bickerton abstained on that motion. The resolution enables the county to include Beaver in the proposed designation; the application itself proceeds through the Commonwealth’s review process.
Separately, Council approved Resolution 2025‑04, moved by Robert Bickerton and seconded by Roberta Good, authorizing an application to the Commonwealth Financing Authority for $220,238.20 in Local Share Assessment (LSA) grant funds to purchase police body cameras and vehicle cameras. The motion passed by voice vote.
Council also approved a $28,500 donation to the Beaver Area Memorial Library. The donation was moved by Whitney Learn‑Conjeski, seconded by Todd Hindman, and is recorded as included in the 2025 budget.
The meeting record shows the motions were seconded as noted and that the session adjourned at 8:08 p.m. The Enterprise Zone application and the LSA grant application will proceed through the respective state review and funding processes; details and any awarded funds will be subject to future Council action.
