Parks Director Alina Hibbs presented two proposals: add a two-day-a-week swim-team option to provide a lower-cost alternative and implement other program-fee changes to improve affordability and access. Hibbs said the three‑day program (currently priced at $276) would be supplemented by a two‑day option to meet demand for more affordable participation.
Staff also presented a revision to cemetery pricing. Alina and staff explained that many mausoleum sections are sold out and the city adjusted pricing to reflect available alcove niches; the resolution increases some alcove-niche prices and removes sold-out options to simplify the fee schedule.
Finance/operations staff (Chris Bassetti) explained a 3.1% automatic adjustment to the school impact fee, derived from the Consumer Price Index for urban consumers in the Seattle–Tacoma–Bellevue area, implemented April 1 to align permit paperwork with fees already in effect. Staff noted the school district expressed concern about adopting a different impact fee calculation; staff said they will review the district’s capital facilities plan when approved by the school board and return with recommendations if deviation is warranted.
Council moved and approved Resolution 18‑79 by voice vote. The resolution updates the municipal fee schedule and takes effect according to the dates listed in the resolution.
