Mount Vernon council preapproves warranty deed and temporary easement tied to Rachel Street property

The Mount Vernon City Council voted on Feb. 10 to preapprove the acceptance of a warranty deed and to approve a temporary easement agreement connected to property and access on Rachel Street.
Council approved Resolution #2-10-2025A to preapprove acceptance of the warranty deed for the Rachel Street right of way. Council member Tuerler moved the motion and Council member West seconded; a roll call vote recorded Council members Andresen, Rose, Tuerler and West as yes. Council member Engel was absent. City staff explained the action is a preapproval because Kwik Trip, Inc. and associated parties want assurance before releasing sale contingencies; final City approval cannot occur until the land sale is complete.
Council also removed Resolution #2-3-2025D from the table and approved a temporary easement agreement by and between Kwik Trip, Inc., PAA-320, LLC., and the City of Mount Vernon to ensure Plaza Auto retains access during Rachel Street construction. Council member Tuerler moved to remove the item from the table (seconded by Council member Rose); the subsequent approval motion was made by Council member Rose and seconded by Council member Andresen. The roll call on the approval was unanimous among those present; Engel was absent.
The preapprovals are intended to allow the private parties to proceed with closing and construction sequencing while preserving the City’s ability to withhold final acceptance until the sale completes. The council adjourned at 5:08 p.m.
