Mount Vernon — The Mount Vernon City Council on Feb. 3 approved an ordinance rezoning parcels in Plat of Survey #2857 from BP Business Park to GC General Commercial and approved a site plan for a Kwik Star (Kwik Trip, Inc.) convenience-store and fueling station, while voting to table one temporary-easement resolution.
Council action came after Planning and Zoning staff told council that highway-oriented uses in the Business 30 master plan are compatible with General Commercial zoning but not Business Park. Mayor Thomas M. Wieseler opened and closed a public hearing on the rezoning with no public comment; the council then approved Ordinance #2-3-2025A on its third and final reading by roll-call vote.
The site plan approval included several staff-recommended conditions: reduce illumination to base regulations where possible, install a sidewalk along Rachel Street (and recommend a future sidewalk on U.S. Highway 1), permit outdoor merchandising separately upon opening, add brick column wraps on fuel island canopies to align with the U.S. Highway 30 Master Plan, and finalize a storm-sewer agreement among affected parties. Kwik Star's representatives agreed to all recommendations except lighting. Because the facility will operate 24 hours, they asked for 40 foot-candles under the gasoline canopy and 57 foot-candles under the diesel canopy; Councilmember Tuerler moved to approve the site plan with that lighting modification and Councilmember Rose seconded. The motion carried.
Council also approved Resolution #2-3-2025C establishing a storm-water easement between Kwik Trip, Inc., LRD Corp and the City, and approved Resolution #2-3-2025F to accept Plat of Survey #2898 and dedicate Parcel A to the city to allow Rachel Street improvements tied to the development. Resolution #2-3-2025D, a proposed temporary easement related to the project, was tabled.
The approvals were unanimous where recorded: ordinances and involved resolutions passed by roll-call votes reported as "all yes." Next steps for the development include completing required easement agreements and final engineering per the conditions set by Planning and Zoning staff.
