Mount Vernon council approves donated archway, multiple project invoices and sets cemetery public hearing

The Mount Vernon City Council approved a series of community project items and invoices during its Dec. 16 meeting, including accepting a donated archway sculpture for the Sculpture Trail, approving vendor invoices for street and park work, authorizing engineering invoices, and setting a public hearing on cemetery monument foundation dimensions.
Marie Devries of the Mount Vernon Area Arts Council and Bob Campagna of the Parks and Recreation Board presented a proposed archway at the 7th Street entrance to the Sculpture Trail. Artist Dale Merrill of Liberty Iron Works will create the piece and Les and Katrina Garner are providing funding; the council approved the proposed sculpture with no cost to the city on a motion by Tuerler, seconded by Andresen.
The council also approved two M&K Dust Control invoices related to Bryant Road and Elliott Park work totaling $9,085.00, with the excavator usage charged to the solid waste fund for debris/wood-chip/composting work and hauling charges for the Elliott soccer complex paid from LOST funds. Veenstra & Kimm invoices were approved for preliminary design services on the Rachel Street Extension ($16,541.50, to be added into spring/summer project borrowing), for 4th Street NW Reconstruction engineering and technician oversight ($6,598.71), and for engineering oversight on the 2024 Sanitary Sewer Rehabilitation ($7,089.14).
Council approved a quote from Big Rigger Builders for $8,304.20 to paint the new 2024 Chevy Silverado 2500 for the Fire Department; the minutes state payment will come from the Fire Department equipment levy. Motion makers and seconders are recorded for each approval and the minutes indicate the motions carried.
Council also set a public hearing for Jan. 6, 2025 to consider an amendment to Chapter 115 (Placement of Monuments) because current foundation dimension requirements are designed for older cemetery lot sizes and not the new cemetery layout. The hearing was set on a motion by Engel, seconded by West.
