Mount Vernon council schedules Jan. 6 hearing on proposed Kwik Trip development, adopts two ordinances

The Mount Vernon City Council on Dec. 2 set a Jan. 6, 2025 public hearing for a proposed development agreement with Kwik Trip and approved two code amendments on final reading, including zoning changes and an update to minors provisions.
Mayor Thomas M. Wieseler called the Mount Vernon City Council to order at 6:30 p.m. on Dec. 2, 2024. Councilmembers Andresen, Rose, Tuerler and Engel were present; West was absent. The council approved the agenda and the consent agenda, then considered several ordinance and resolution items.
The council unanimously (4–0, West absent) adopted Ordinance #10-7-2024B, amending Chapter 46 (Minors) of the Mount Vernon Code of Ordinances, after staff reported no verbal or written communications since the first reading. Councilmember Rose moved the adoption, Councilmember Tuerler seconded, and the ordinance passed its third and final reading.
The council also adopted Ordinance #11-4-2024A on its third and final reading. The ordinance amends Chapter 165 Zoning Regulations, specifically Article 302 (Definitions) and Article 413 (LI — Limited Industrial District). Councilmember Andresen moved adoption; Councilmember Engel seconded. The roll-call vote was recorded as all yes with Councilmember West absent.
In related action, the council approved two resolutions to set dates for public consultation and hearings on a proposed Urban Renewal Plan amendment and a development agreement. Resolution #12-2-2024A sets a consultation and public hearing on Jan. 6, 2025, to consider Amendment No. 10 to the Mount Vernon Urban Renewal Plan, which would permit the city to enter a development agreement with Kwik Trip and use tax increment financing (TIF) for Rachel Street improvements. Resolution #12-2-2024B separately fixes Jan. 6, 2025 as the public hearing date on a proposed development agreement with Kwik Trip, Inc. Motions to approve both resolutions carried on recorded votes with West absent.
Why this matters: the Urban Renewal amendment and the development agreement would enable the city to use TIF funds to complete public improvements tied to a private development. The council noted there had been no communications submitted regarding the ordinances since their first readings. The next formal step is the consultation and public hearing scheduled for Jan. 6, 2025.
