Planning Board accepts site-plan for 'the nest@grieg farm' and schedules April 20 public hearing

The Town of Red Hook Planning Board on April 6 accepted a site-plan application from applicants Samantha Nadal and Anusheh Byrne for an outdoor agricultural education program called the nest@grieg farm at 150 Pitcher Lane and scheduled a public hearing for April 20, 2026.
Nadal (in person) and Byrne (via Zoom) described a primarily outdoor program staffed by roughly 2–3 adults offering week-long sessions Monday–Friday in July and August for children aged 3–5, with the possibility of future classes for ages 5–10. Nadal said the program expects "no more than 20 students per class" and plans to maintain state-recommended student-to-teacher ratios. The applicants said they will use existing trailways on the property, visit local fruit fields and goats, and utilize existing parking, encouraging parents to use a circular parking area on the site's east side.
Board members asked whether Department of Health licensing would apply. Applicant Anusheh Byrne told the board that short seasonal programs and themed weekly camps are exempt from DOH licensing; the board requested documentation supporting that exemption. The board also asked the applicants to add proposed traffic flow diagrams, clearly marked teacher-supervised drop-off locations, and the total number of available parking spaces to their site plan, and to confirm there is no new exterior lighting proposed.
After the presentation the board approved a Type 2 resolution to accept the application (motion by Jay Quaintance, seconded by Maxine Coleman) and voted unanimously among members present to set the public hearing for April 20, 2026 (motion by Maxine Coleman, seconded by Jay Quaintance). The board asked the applicants to return with the requested supplemental materials before the public hearing.
No public speakers spoke at the meeting on this item. The board noted application submission deadlines for the April 20 meeting: new applications by noon April 10 and continuing application materials by noon April 13.
