Red Hook Planning Board approves enclosed ADA ramp at Rolin Playground

The Town of Red Hook Planning Board on April 6 approved a site-plan amendment from Viewpoint LLC to add an enclosed ADA-compliant ramp connecting the upper mezzanine entrance to the field level at Rolin Playground, 3794 Route 9G.
Chairperson Sam Phelan opened the public hearing and applicants, represented by Michael Sarandon, described materials and siting for the addition, saying the ramp would use poured concrete, corrugated steel siding and an EPDM roof to match the existing building. The board reviewed written public comment from Linda Keeling raising questions about both ADA parking compliance and interior accessibility.
Brandee Nelson, a planning consultant present via Zoom, confirmed the parking layout met the ADA minimum requirement: "the ADA minimum requirement for the parking aisle was 8 feet wide and one access aisle," Nelson said. Board members noted that interior ADA compliance falls under the Building and Zoning Department rather than the Planning Board's purview.
After discussion the board voted to close the public hearing. Nancy Low-Hogan moved to close the hearing; Jay Quaintance seconded and the motion passed unanimously among the four members present.
The board then considered an approval resolution for the project and amended it to remove Condition A.1, which would have required the applicants to revise the proposed ADA parking spaces. Nancy Low-Hogan moved to approve the amended resolution; Maxine Coleman seconded. All present members voted in favor and the resolution was adopted.
The approval does not alter enforcement authority for interior accessibility features, which the board said remains with the Building and Zoning Department. The record includes a written public comment from Linda Keeling highlighting indoor accessibility concerns; the Planning Board’s action concerned the site-plan addition and parking configuration.
The Planning Board will issue the formal resolution language and any administrative conditions to the applicant; no further board action on this application was recorded at the April 6 meeting.
