Planning commission endorses Downtown Parking Assistance Report, sends it to Parking Working Group and City Council

The Zeeland Planning Commission voted March 5 to endorse the Downtown Parking Assistance Report prepared by Rob Bacigalupi, AICP, Principal of Mission North, LLC.
Staff and the Shopping Area Redevelopment Board (SARB) presented the February 6, 2026 report, which examined downtown parking supply and management. The report found no single overlooked technical fix but recommended a phased approach: quick actions such as improved signage, enforcement in municipal lots and on-street striping; midterm strategies including exploring a residential permit program, assessing long-term management and fiscal capacity, and considering tools to charge for parking; and longer-term planning like consolidation of parking assets and a parking-deck feasibility study.
Commissioner Amanda Cooper moved to endorse the report; the motion, supported by Commissioner Sheri Holgeste, passed unanimously by roll call. The Commission directed staff to return the document to the Parking Working Group for final review and coordination, then forward it to City Council for acceptance and to authorize staff to begin developing an implementation plan for the recommended actions.
The endorsement does not itself fund or mandate specific projects; it authorizes staff to advance the recommended analysis and coordination steps.
