Shelby council approves housing loan, memorial design, ambulance wrap; tables sidewalk request

At its May 5 meeting the Shelby City Council approved a $22,500 forgivable housing loan, approved the veterans memorial design (excluding soldier figures), authorized an ambulance wrap up to $7,000, set a May 19 budget hearing, tabled a sidewalk cost-share application pending more quotes, and approved one fire volunteer pending a physical.
At its May 5 meeting the Shelby City Council approved a series of routine actions including a forgivable housing loan, monument design decisions and procurement approvals.
Council approved a five-year forgivable loan of $22,500 to Brandon Michalson for construction of a new house at 198 Plateau. The loan will be secured by a mortgage and will be executed by the applicant as a condition of releasing funds. The motion was made by Council member Todd Frank and seconded by Jackie Hursey; roll call was recorded as “All ayes.”
The council also approved the Veterans Memorial Monument design for Ag-Symbol Park but excluded the soldier figures from the approved plan. Separately, on a motion by Jackie Hursey seconded by Traci True, the council approved a wrap bid from Chase Decals for the new ambulance for up to $7,000.
Council set a public hearing on the proposed FY 2025/2026 budget amendment for May 19, 2026. The council discussed a sidewalk cost-share application and bid for 105 Center Street and agreed additional contractor quotes would be beneficial; the application was tabled and Council member Todd Frank and Mayor Ron Kroll volunteered to contact contractors.
On personnel business the council approved fire department volunteer applicant Joey Evans; the appointment is contingent on a scheduled physical. The meeting opened with roll call and approval of the agenda and the consent agenda, and Mayor Ron Kroll adjourned the meeting at 8:04 p.m.
