Scott County Board adopts $136.85 million FY2027 budget, sets levy rates

The Scott County Board of Supervisors adopted the Fiscal Year 2027 budget on April 23, approving a $136,853,635 spending plan that includes governmental funds of $117,602,060 and enterprise fund expenses of $19,251,575. The board set the FY27 urban levy at $5.93331 per $1,000 taxable valuation and the rural levy at $8.80645 per $1,000.
Supervisor Beck moved and Supervisor Dickson seconded the resolution to adopt the budget; the measure carried by roll call with four ayes and Supervisor Paustian voting nay. The resolution directs the County Auditor to certify the adopted budget and file required records with the State Department of Management and takes effect immediately.
Budget and Administrative Services Director David Farmer presented a slide show and later provided financial updates and a monthly dashboard. The adopted package includes the FY27 capital budget and the FY27–31 capital program, which incorporates the Secondary Roads current and five-year capital plan. The adopted totals incorporate transfers for MEDIC EMS and other enterprise activities.
County Administrator Mahesh Sharma thanked the board for its input during the process and summarized recent intergovernmental meetings, including a joint session with the Planning and Zoning Commission and the Zoning Board of Adjustment. Sharma also noted meetings with regional partners on property tax reform and ongoing discussions about MEDIC EMS service arrangements.
The board also set a public hearing for an amendment to the FY26 budget for May 21, 2026, and directed the Director of Budget and Administrative Services to publish required notice; that hearing was set by a consent resolution earlier in the meeting. The Auditor was instructed to certify the FY27 budget filings required by state law.
