Board gives first reading to remove birthdates and Social Security numbers from civil citations

At its March 12 meeting the Scott County Board of Supervisors gave the first of two readings to an ordinance amending Chapter 29 of the Scott County Code to change the data collected on civil (municipal infraction) citations.
Supervisor Dickson moved and Supervisor Beck seconded the first reading to amend Section 29-3 of Chapter 29 so that citations identify "the name and address of the alleged violator" but omit the violator’s date of birth and social security number. The motion passed on the first reading on a voice vote recorded in the minutes as "All Ayes." The ordinance includes standard severability and repealer clauses and will require a second reading and publication to take full effect.
Context: the change was presented during the consent/motion portion of the agenda and follows practices in some jurisdictions to limit personally identifying information on routine civil citations. A public hearing on related Chapter 29 amendments was opened and closed earlier in the meeting with no members of the public speaking.
Next steps: the Board must complete the second reading and any required publication before the amendment becomes effective.
