Scott County board approves FY26 budget amendment, personnel changes and consent items

The Scott County Board of Supervisors on Feb. 12 approved several administrative and budgetary items, including a FY26 budget amendment, personnel table-of-organization changes and routine consent items. The board also affirmed participation in a regional incident management mutual-aid agreement.
On a motion approved 'All Ayes,' the board adopted a FY26 budget amendment (Resolution 20-2026) that reallocates funds across county service areas. The amendment increases funding for Public Safety and Legal Services by $684,441; Physical Health and Social Services by $511,433; County Environment and Education by $524,916; Roads and Transportation by $1,208,000; Capital Projects by $1,720,898; Governmental Operating Transfers Out by $1,782,995; MEDIC EMS by $253,800; and Golf by $82,451. Administration was reduced by $142,310 and Government Services to Residents was decreased by $5,575.
The board approved Resolution 18-2026 reorganizing tables of organization in Human Resources and the Health Department, eliminating and adding specified FTEs (for example, HR Generalist -1.0 FTE; HR Benefits Specialist +1.0 FTE; Medical Lab Technician -0.75 FTE; Medical Assistant +0.8 FTE; Child Care Nurse Consultant +1.0 FTE). The resolution takes effect immediately.
Two consent items passed unanimously: a one-year contract with Professional Office Services for vehicle registration printing at $0.14 per renewal and authorization for the Scott County Treasurer to sign the contract (Resolution 16-2026), and approval of warrants, EFTs and purchase card transactions totaling $1,144,867.70 (warrants), $2,452.75 (EFTs) and $126,444.65 (purchase card transactions) (Resolution 17-2026).
The board approved Resolution 19-2026 to participate in the Quad Cities Regional Incident Management Assistance Team (QCRIMAT), affirming willingness to provide personnel support when feasible.
County Administrator Mahesh Sharma reported on his participation in a panel to select Davenport's new administrator, ongoing contract negotiations with the Humane Society in coordination with Davenport and Bettendorf, participation in an Urban County Coalition call on pending state legislation, and a recent upgrade to the Scott County website. Supervisor reports included updates on the Waste Commission, workforce development committee meetings, watershed partnerships and state legislative outreach. The board adjourned at 5:28 p.m.
