Council advances recycling and illegal-dumping ordinances, delays related contract amendment for more public input

The Sheldon City Council moved forward with ordinance changes related to recycling and illegal dumping while pausing on a linked contract amendment that staff said needs additional review and public input.

Sam told the council he had just received the draft contract amendment and distributed it to members and the contractor (identified in discussion as Girtlers) the day before. The ordinances under consideration — recycling and illegal dumping — could be adopted now, but the contract amendment (which implements some operational changes) was presented as a separate item that may not need immediate approval if the contractor prefers an effective date of July 1.

Council members expressed differing views: several said they wanted to finalize recycling ordinances now and delay the contract amendment so the contractor and staff could iron out details; others said public hearings could be scheduled to allow more input. Sam proposed setting a public hearing for May 6 to consider third readings and the draft contract amendment to allow more comment. There was also a practical discussion about the contractor’s supply of recycling cans and the desired July 1 effective date.

Council ultimately agreed to delay formal action on the contract amendment until the next meeting and to proceed with the ordinance readings as appropriate while maximizing public input on the contract changes.
