Sam and Angie said their understanding — based on prior conversations — was that employees could initiate contact and would be given direction, though some contract language appeared to require requests from authorized representatives. One council member said the provision looked like it could be used to restrict access and asked for a clearer explanation from counsel and the consultant.
Other points raised included the budget line item of $50,000 (which staff said reflects the budgeted amount, not necessarily an immediate expenditure), the scope of services (policy development, employee relations, recruitment, compensation assistance and quarterly reporting), and how the city would monitor potential overuse of services.
After extended discussion, a motion to table the resolution until the next meeting carried by roll call. The motion asked that Micah (counsel) and representatives from Center Benefits attend and that the original RFP be linked for council review so members can compare the contracting proposal to the city's initial requirements.
Councilmembers who supported tabling said the step would allow staff, counsel and the consultant to address access and scope questions; those who opposed tabling said they wanted to move forward and review outcomes next year.
