"I really would like to try to push this thing through for June 1," said Council member Pete Hamill, noting a June start would give staff time to work with the contractor ahead of August contract changes. Staff told the council a contract amendment tied to a previously approved memorandum of understanding should be ready in April or early May.
Resident Merlin Manderly raised practical concerns during public forum about the physical size of the new recycling containers for households with small garages or duplexes, saying he could not "let that can sit outside in the wind." Council members acknowledged storage constraints and said staff would consider options to accommodate residents while implementing an automated collection system.
The council approved the ordinance on its second reading by roll call. The motion passed; the council will revisit the ordinance at a future meeting to set the ordinance’s effective date (June 1 or July 1 were discussed).
