Shelby City Council approves small-business forgivable loan, sets ambulance note hearing; discusses Fire Hall plans

The Shelby City Council voted on March 3, 2026 at Shelby City Hall to approve a forgivable loan for a newly established local business and to set a public hearing on municipal ambulance debt, among other routine actions.
Mayor Ron Kroll presided over the meeting. On a motion by Councilmember Jackie Hursey, seconded by Councilmember Karen Schlueter, the council approved an Economic Development Forgivable Loan Application submitted by applicant Shawn Osbahr for his newly established LLC, Get Your Cove On. The agenda states the program provides up to $10,000 in matching funds to eligible small businesses. Osbahr will rent the back half of the City Building at 419 East Street for $250 per month and will split utilities with the city. Roll call: all ayes; motion carried.
The council also approved Resolution 3-26, on a motion by Councilmember Pat Honeywell and second by Councilmember Jackie Hursey, to set a public hearing on March 17, 2026, at 7 p.m. at Shelby City Hall for the Ambulance Note, Series 2026A and 2026B, for a total amount not to exceed $350,000. The resolution sets the hearing date and provides the public an opportunity to comment on the proposed financing.
Other actions approved during the meeting included offering Jerry Indermuhle a seasonal help position at $18.00 per hour (motion by Councilmember Karen Schlueter, seconded by Councilmember Jackie Hursey) and approving a $2,130.00 quote from PRED Oak Glass & Awning for a new City Hall awning (motion by Councilmember Pat Honeywell, seconded by Councilmember Karen Schlueter). The council discussed renovation of the current Fire Hall and agreed to meet with an engineer and continue that discussion at the March 17 meeting; no final action was taken on the Fire Hall renovation.
The meeting opened at 7:00 p.m. and was adjourned by Mayor Ron Kroll at 8:03 p.m.
