Shelby council approves consent agenda, declares Fair Housing Month, okays lot combination and adopts MRES/WAPA contract resolution

The Shelby City Council took a slate of routine and substantive actions at its April 7 meeting, approving the meeting agenda and the consent agenda and carrying several items by unanimous roll call.
On a motion by Pat Honeywell, seconded by Todd Frank, the council approved the April 7 agenda. Karen Schlueter moved, with a second from Frank, to approve the consent agenda covering the minutes of March 3 and March 17, the Treasurer’s Report and payment of bills; the motion carried on a roll call of all ayes.
The council approved a proclamation recognizing April 2026 as Fair Housing Month on a motion by Pat Honeywell and a second by Jackie Hursey. The council also approved a request from Angela Fritz to combine Lots 43 and 44 in the Meadows subdivision into a single lot; Fritz told the council that existing sewer easements and placement restrictions make constructing a compliant residence on the lots impractical. That motion was made by Karen Schlueter and seconded by Todd Frank and passed unanimously.
Council members scheduled a public hearing on the Fiscal Year 2026/2027 budget on a motion by Pat Honeywell, seconded by Karen Schlueter. They then adopted Resolution 04‑26, authorizing the city’s participation in a designated‑entity arrangement related to power purchases and transmission through Missouri River Energy Services (MRES) and the Western Area Power Administration (WAPA), referencing the Power Sale Agreement (S‑1); the motion was made by Karen Schlueter and seconded by Pat Honeywell and carried on an all‑ayes roll call.
Finally, on a motion by Pat Honeywell and seconded by Karen Schlueter the council approved a new copier lease with Visual Edge IT at $161.55 per month for 63 months for City Hall. Mayor Ron Kroll adjourned the meeting at 8:25 p.m.
No votes failed or were tabled at the April 7 meeting; the council did not authorize construction or funding for the fire station addition discussed separately and will return with cost estimates and geotechnical pricing at a future meeting.
