Malden council approves splash pad concrete, passes convenience fees and terminates payment vendor

The Malden City Council approved several operational measures Nov. 18 tied to parks improvements and the city’s payment system transition.
DED/Airport Director David Blalock told the council the splash pad concrete quote from Fronabarger Concreters, Inc. had Park Board and Department of Natural Resources approval; the council approved the concrete quote with the goal of opening the splash pad by Memorial Day 2025.
On payments, City Administrator Ivone Smith said convenience fees would be charged only for online and phone tax payments and not for in-person payments. The council voted 7–0 to pass those fees to customers rather than absorb them.
The council also voted 7–0 to terminate the existing Forte agreement so the city could implement Edmunds GovTech for online and phone utility billing and tax payments; Administrator Smith said the Forte contract must be terminated before the new system can be activated.
A separate motion to approve an HVAC maintenance bid was withdrawn to permit rebidding after the airport’s contract expires in spring 2025.
