Malden council extends receivership of Dunklin County Sewer District 90 days

Mayor Denton Kooyman and the Malden City Council voted 5-0 on Jan. 14 to extend the City of MaldenF—s receivership of the Dunklin County Sewer District by 90 days, moving the handover date to May 11, 2025.
Luke Carter, who addressed the council as a guest, told members the district "is not ready to take over the maintenance or the billing/collection at this time" and asked the city to amend the existing Maintenance Agreement and Billing/Collection Agreement so the city could continue assisting the district. City Attorney Chidister recommended the 90-day extension to give engineers time to complete construction and to close out a USDA grant tied to the project.
The decision followed questions from Council Member Jenkins about whether district residents were aware of the extension request; Carter said regular meetings have included resident attendance. Council Members House and Beckett voiced concern about additional extensions beyond the 90 days, and Mayor Kooyman described the May 11 date as a "hard walkaway date."
Council Member House moved to approve the 90-day extension, Council Member Jenkins seconded, and the motion passed on a 5-0 roll call. The council recorded two members as absent. City Attorney Chidister said he would notify attorneys for the U.S. Department of Agriculture about the extension and will revise the maintenance and billing/collection agreements; those amended contracts are scheduled to be presented to the council on Jan. 27.
Mayor Kooyman also said the future sewer district board has discussed hiring its own maintenance personnel and noted a plan to propose Carlton Stewart as a contract employee for the Acting Sewer District Board to consider at its Jan. 27 meeting. With no further business, the council adjourned at 6:22 p.m.; City Clerk Mandy Lewis attested the minutes.
Next steps: amended contracts to be presented Jan. 27, City Attorney Chidister to notify USDA counsel, and the Acting Sewer District Board to consider hiring proposals at its Jan. 27 meeting.
