The Andover Planning & Zoning Commission voted Dec. 16 to schedule a public hearing on the town's draft Plan of Conservation and Development (POCD) for March 17, 2026. The commission said the draft is substantially complete and must be circulated for at least 65 days to the Connecticut Office of Policy and Management, the Capital Region Council of Governments and the board of selectmen prior to the hearing.
The draft plan runs roughly 118 pages and organizes the town's planning goals into chapters on housing, agriculture and natural resources, transportation and trails, economic development, complete streets, and resilience. A substantive addition in the most recent draft is a future land‑use map that highlights the Route 6 / Hop River corridor as a "balanced growth" area where economic development and conservation objectives overlap. The draft also includes an implementation matrix that assigns lead entities, time frames and estimated costs for recommended actions.
Commissioners discussed timing and outreach to the board of selectmen and agreed to forward the draft to the selectmen and invite them to an informational session on Feb. 17 ahead of the public hearing. Staff will circulate the draft to the statutorily required agencies and prepare public notice. The public hearing will be held by the planning and zoning commission; adoption is a commission decision and not a town referendum.
