The Andover Board of Selectmen voted unanimously to appoint Tess, the town’s community and senior center director, as municipal agent to the elderly and as social services director on a temporary basis through June 30, pending her approval of a written job description and the weekly hours the role will require.
Board members said they would draft a detailed job description, clarify whether additional hours would be added, and fold any permanent changes into the next contract cycle. The board noted the town’s prior MOA indicated the municipal agent duties typically do not require more than four hours a week, and members discussed providing a stipend equal to what the previous incumbent received.
Tess said she would be willing to assume the combined role “if you had a job description,” and stressed the importance of understanding the duties before accepting additional hours. Board members agreed to meet with Tess and Roberta (the outgoing municipal agent) and to finalize responsibilities at a short follow-up meeting scheduled for Monday at 11 a.m.
The motion to appoint Tess passed on a roll-call vote recorded as 5–0 in favor. The board instructed staff to prepare a short-term contract or appointment document that specifies hours, stipend, and coverage protocols if Tess is on leave.
