The Hillsboro R3 School District Board on Monday approved a preliminary fiscal year 2026—27 budget and a package of routine contracts and personnel actions.
Administrators presented the budget as a conservative plan that rolls $3.9 million in HVAC loan funds and other encumbrances into the coming fiscal year. Finance staff said the district realized about 92% of projected revenue year-to-date and that a portion of apparent surplus reflects encumbered but not yet spent funds. The board approved budget amendment number six earlier in the meeting to move those encumbrances forward.
The board also approved a series of contracts and appointments without recorded opposition: establishment of a high-school academic team extra-duty sponsor position for 2026—27 at $925; an annual lease for three John Deere Gator utility vehicles at $8,280; timing contracts for two cross-country meets estimated at $2,000; a three-year exclusive agreement with BSN for athletic supplies and uniforms (July 1, 2026——29); renewal of the district food-service contract with Sodexo (transcript spelling varied) including a 3.5% increase to administrative and per-meal management fees; and the annual audit engagement with Mueller Oberfell and Jones for the year ending June 30, 2026.
Board members heard an extended budget presentation describing the districtfinancial position, including investment balances (reported about $27 million in May) and recent investment earnings. Presenters said the district anticipates continued state-level budget pressure and described scenarios for capital funding and tax-rate placement; administration said preliminary tax-rate guidance would be announced later in the process and that proposed tax-rate/allocations would be finalized before the tax-rate hearing.
