Council approves consent agenda, directs staff on development incentives and routine purchases

The Manchester City Council moved through a packed consent agenda and approved several routine and project-related items.
Consent agenda items approved included minutes from recent meetings, Resolution 97 approving the bills and expense report, acknowledgement of city board minutes and reports (including library and wastewater), and downtown incentive payments to named property owners. The council also approved Resolution 98 to hire two seasonal employees for a city volunteer program. Council agreed to hold Resolution 99 (an employee handbook amendment) for redrafting and to return the corrected language to the Oct. 14 agenda.
The council approved several property- and land-related items (Resolutions 100–103) to clean up quick-claim deeds and finalize preliminary and final plats for subdivisions and lot splits. Staff explained these actions correct historical title issues and do not represent a surrender of city property rights.
On economic development, the council expressed support for proceeding with incentives for a next phase of the Westbrook development and asked the city manager to draft a development agreement; staff said they will consult bonding counsel and finance advisers about using TIF reserves to seed a revolving loan fund for future projects.
Other approved items included a limited annual bow-hunting permit for property owned by Steve Palmer (applicant Devin Brooks identified as an Iowa State Patrol officer), appointment of Lynch Dallas PC as the employer representative for police union negotiations beginning July 1, 2025, the sale of a 2010 F-250 (water department) to a private buyer for $3,001, and purchases of two 2024 Ford trucks for the street and water departments (street vehicle funded from road-use tax; water vehicles funded from water fees). Council voted in favor of the consent agenda and each of the listed motions.
Council members asked for clarity on county participation in airport expenses and discussed creating a regular hazardous-waste drop-off after a recent event filled quickly.
