The Manchester City Council approved a slate of routine items bundled on the consent agenda and took separate action on a small number of property matters.
The consent agenda — approved by roll call — included adoption of minutes, Resolution 94 approving bills and the expense report, a liquor license renewal for the Gathering Place, a DOT permit for the Pioneer snowmobile club, a commercial incentive parking lot assistance application from Boven Tire (committee recommended approval), and several Board of Adjustment decisions (front yard setback variances and a conditional use permit for an electronic message sign that had initial brightness concerns but is being dimmed). Council approved the consent agenda by unanimous vote.
During a public hearing, the council considered bids and opened a hearing on the proposed sale of a city‑owned parcel at 108 Gay Street, property obtained under chapter 657A as an abandoned nuisance. After the hearing the council adopted Resolution 95 approving the sale; two bids had been received and the city acknowledged receipt earlier.
Council also approved Resolution 96 to combine two lots in a three‑lot subdivision (a minor subdivision under Manchester city code chapter 17‑22). Staff said the change requires no additional water or sewer work and does not affect street infrastructure.
Payments for ongoing capital projects were approved: payment to Gram for $24,338.75 (part of the 2024 Street Improvement project), a pay estimate for the Tomis Port Street Extension (amount recorded in the packet), and pay estimate number six to Top Grade for $119,600.
Next steps: standard project closeouts and oversight for the listed capital projects; staff will continue follow‑up on nuisance properties where estate status is unclear.
