Council approves water-tower repainting and bandshell work, awards Commerce Court street contract and sets TIF hearing for 112-unit project

The Manchester City Council approved several public-works contracts and set a public hearing on a proposed urban-renewal tax-increment financing (TIF) project during its meeting.
On the industrial B water-tower repainting project, staff recommended pressure washing, repainting and updating the city logo. Council discussed whether to paint the logo on one or both sides; painting both sides would cost an additional $2,000. Council approved the additional $2,000 so the logo appears on both sides, and staff was asked to notify the fire department about pump schedules while the tower is offline.
Council also approved KW's low bid to paint the park bandshell (the "Tural Park Bandshell") for approximately $26,000; staff noted KW would be available while performing the water-tower work and that the bid was under budget.
By adopting Resolution 75, council awarded the Commerce Court (Fort Street Extension) project to "Chick rry Excavating" in the amount listed in the motion ($3,775) to perform street work that will open shovel-ready lots. Staff cautioned that a signed development agreement from A1 (the prospective developer) had not yet been received, but recommended moving forward so the city could secure favorable bid pricing and have lots ready should the developer proceed.
Council adopted Resolution 76 to set Aug. 12 at 5 p.m. for a public hearing on a proposed urban-renewal amendment that would authorize TIF support to "West schy" for development of a 112-unit multifamily housing project; the resolution only sets the hearing date and does not approve any TIF or redevelopment funding.
The council also approved pay estimates tied to the East Main Street improvement project (pay estimate #3 for $323,900 and pay estimate #4 for $289,995.184) and received construction schedule updates indicating a phased soft opening for local access on July 15 and a targeted substantial completion by mid-August, weather permitting.
