Board approves $7.3 million street resurfacing contract and $1.94 million flood‑mitigation award

The Waukesha City Board of Public Works voted March 20 to award the 2025 asphalt street resurfacing and utility improvement project to Payne & Dolan for the combined base and alternate bid of $7,298,487.54. Staff said two bids were received and that the recommended award covered all streets in the bid, including Lander Lane, Lander Court, Mandan Drive, Kelps Drive and Kelps Court.
Board members discussed bid competition and how utility work influences which contractors submit bids. A staff member said the project mixes asphalt paving, curb and gutter, sidewalks and significant underground utility work and noted that in prior years both underground and paving contractors submitted bids. "There's a backlog of asphalt streets that need to be resurfaced," the staff member said.
The board then approved a separate award for Phase 2 of the Area 7 flood mitigation channel and storage improvements, accepting a staff recommendation to contract with Edgerton Contractors for $1,942,624.00. During discussion a member asked about a pedestrian bridge "right north" of Waukesha North High School; staff confirmed the bridge crosses the existing ditch and said easement work relates to that corridor.
The board also voted to approve storm sewer and drain easements with the School District of Waukesha for the Area 7 project, with the city attorney finalizing the easement documents with the district's attorney. Staff said the easement package included additions and removals shown in an attached overview and that final legal review was underway.
Each of the contracts and the easement approval passed by the votes recorded at the meeting. The board did not set additional conditions beyond the attorney review for the easement documents.
Next steps: staff will finalize contract paperwork and coordinate construction scheduling and easement execution with the school district and awarded contractors.
