The Lone Tree City Council on July 7, 2025, approved changes to the city's fireworks code, accepted the Johnson County Hazard Mitigation Plan, authorized LOST monthly transfers and multiple license and insurance renewals, and denied a request to waive a $10 utility late fee.
Mayor Josh Spilman called the meeting to order at 5:30 PM. The council approved the agenda after striking new-business items 11 through 16 and approved the consent agenda, both by 5-0 votes. Water test results for 200 N DeVoe and 740 N Perkins were read as safe and filed.
A request to waive a $10 late fee for a resident at 505 E Elm failed, 2-3. Councilmembers Zadow and Goedken moved for the waiver; Councilmembers Hamm, Ford and Gluba opposed. Council later approved a donation of 400 hamburger buns and 100 hot dog buns to support the Lone Tree Chamber of Commerce's National Night Out event on August 5, 2025; that motion carried 4-1 with Councilmember Zadow opposed.
Councilmembers suspended the rules to read Ordinance 2025-3 by title only, approved its first reading, and then waived the second and third readings so the ordinance could be adopted on the same night; all related votes were recorded as 5-0. The ordinance amends provisions of the city code pertaining to fireworks.
The council approved Resolution 2025-K, accepting the Johnson County Hazard Mitigation Plan, and Resolution 2025-L, designating areas for the Fall Festival 2025; both motions carried unanimously. The council also approved Resolution 2025-M authorizing FY25–26 LOST monthly transfers, and granted renewals for a tobacco license and a Class E retail alcohol license for LTBP; each measure passed 5-0.
On administrative business, the council approved renewal of employee Delta Dental and Delta Vision coverage and recorded routine vendor payments for June. The claims list includes regular operating payments (for example, $5,971.33 to the Johnson County Sheriff's Office for the police contract), a city insurance premium to Martin Agency for $60,525.00, and two large Iowa Finance Authority bond principal and interest payments ($141,600.00 and $605,996.66). The clerk presented the receipts and disbursements for publication (total receipts $115,716.92; total disbursements $885,941.08). The meeting adjourned at 6:17 PM.
