Lone Tree Council advances water-fee ordinance and approves garbage contract, licenses and budget tools

At its May 5 meeting the Lone Tree City Council gave first reading to Ordinance 2025-2 on water service fees, approved a garbage and recycling contract with N&N Sanitation effective July 1, renewed retail tobacco and alcohol permits, and authorized a $395 Banyon Data upgrade. Mayor Josh Spilman called the Lone Tree City Council to order at 5:30 p.m. on May 5, 2025. Councilmembers Hamm, Ford, Zadow, Goedken and Gluba were present for a meeting that moved through a series of routine agenda items and a notable policy step on water fees.
The council unanimously approved the agenda and the consent agenda, which included April claims and payroll. Among the consent items were a $9,208.50 payment to Johnson County Refuse for refuse contract services and a $6,635.00 payment to ION Environmental Solutions for wastewater treatment facility and water plant management. The published financial summary showed receipts of $279,349.70, disbursements of $64,197.62, cash on hand of $3,200,485.91 and savings certificates totaling $298,564.79.
On policy, the council suspended the rules to read Ordinance 2025-2 by title and then approved its first reading. The ordinance was described in the agenda as an amendment to the Lone Tree code provisions pertaining to fees for water services; the meeting record reflects a 5-0 vote to advance the ordinance to the next step of the code-adoption process.
The council approved a garbage and recycling contract with N&N Sanitation to begin July 1, 2025, by a 5-0 vote. The council also approved renewal of Iowa retail tobacco permits for entities listed as LTBP and Casey's General Store and renewed a Class E retail alcohol license for Casey's General Store, each by unanimous votes.
Other business approved without dissent included Resolution 2025-G designating areas for Party in the Park activities and authorization to purchase a $395 Banyon Data upgrade for budget reporting. The council entered a proclamation declaring May 2025 as Older Americans Month into the record.
