Mayor Josh Spilman called the meeting to order at 5:30 p.m. and announced attendance: Councilmembers Hamm, Zadow, Goedken and Gluba present; Councilmember Ford absent. The agenda was approved on a motion recorded in the minutes as “Zadow, Gluba motioned to approve the agenda as presented.” The meeting record states that motion “CARRIED 4-0.”
