Macksburg council appoints Rick Bruett to vacant seat; routine measures approved

The Macksburg City Council voted Sept. 8 to appoint Rick Bruett to a vacant council seat and conducted routine city business during a meeting at City Hall.
Council Member Jimi Davis moved to appoint Rick Bruett to the office of City Council Member; Council Member Matt Owens seconded and the motion carried unanimously. The council adopted Resolution 20250908 pursuant to Iowa Code §372.13(2), making Bruett effective immediately to serve until the next regular city election or until a successor is elected and qualified. The council noted that eligible electors may file a petition requesting a special election within 14 days of the appointment or publication of the notice, whichever is later.
The council approved the meeting agenda and the consent agenda by unanimous votes. The consent agenda included the Aug. 4, 2025 meeting minutes, the August 2025 Treasurer's Report and the September 2025 bills to be paid.
In other business, the council accepted a donation of a red park bench offered by the Orient-Macksburg FFA; the donation was requested by Kevin Blair, representing the FFA, and accepted on a motion by Council Member Jimi Davis, seconded by Council Member Rhonda Dean. The council also approved a plat survey requested by Bill Garrett for property he is purchasing, on a motion by Council Member Matt Owens, seconded by Council Member Jimi Davis.
Council Member Matt Owens moved to accept a received bid of $9,751.50 to resurface the basketball court; Council Member Jimi Davis seconded and the motion carried unanimously. The City Clerk was directed to research grant opportunities to help fund the resurfacing.
The council scheduled no immediate action on nuisance complaints about dogs at the Abel property and directed staff to consult the City Attorney for next steps. Members also noted the city is accepting bids for snow removal services and that three council seats will be on the ballot in the November 2025 election.
The meeting adjourned at 7:15 p.m.; the next regular meeting is set for Oct. 6, 2025, at 6:00 p.m. at Macksburg City Hall.
