Regional coordinating committee adopts TIP, raises STU amendment threshold

The HATS coordinating committee voted on June 26 to adopt the region’s Transportation Improvement Program and a package of related actions, including an air quality conformity determination and a self-certification that the committee followed required procedures.
Staff told members the TIP had been developed and reviewed since last September, with public outreach in May that included two virtual meetings and an in-person session. Andrew Bonberger, program staff, described the TIP as the result of routine development and review and said the region programmed cautiously because federal reauthorization remains uncertain.
Members unanimously adopted the air quality conformity determination report and a resolution affirming the analysis and process. The committee also approved the disposition of public comments received during the TIP public comment period.
In a consequential policy change, the committee raised the STU (Surface Transportation Program—Urban) modification threshold from $250,000 to $1,000,000. Staff said the lower $250,000 threshold had become a relic and frequently delayed STU-funded projects as inflation pushed routine project costs past that limit; the higher threshold brings STU in line with other funding categories and statewide practice. Staff noted that projects whose costs double would still require amendment and that other large changes remain subject to committee approval.
