Sanford council directs staff to pursue roughly $600,000 in FEMA funds amid overlap dispute

Village Treasurer Travis Raymond reported that the Village is owed approximately $200,000 from a Hazard Mitigation grant and about $400,000 from FEMA Public Assistance (PA) closeout funds — roughly $600,000 in total — but FEMA PA is withholding closeout funds because it believes two FEMA funding sources overlap.
The Village provided documentation to FEMA PA disputing the overlap. Council discussed options, including foregoing the Hazard Mitigation grant to avoid the overlap question, but voted unanimously to continue working with FEMA PA to supply additional data and seek release of the PA closeout funds rather than immediately abandoning the Hazard Mitigation award.
Trustees did not record an estimated timeline for resolution or a formal appeal deadline in the meeting minutes; the clerk’s notes reflect that filing an appeal may be required if FEMA PA does not accept the Village’s documentation.
Treasurer Raymond attributed the Village General Fund deficit of $2,687 at June 30, 2024, in part to delays in FEMA reimbursements for repairs at the Village Park.
