Sanford council approves final payment to Three Rivers for park paving, seeks maintenance language

Marcus Thrush moved to proceed with the final payment contingent on adding verbiage regarding maintenance; Leah Ziems seconded and the motion passed unanimously. The council had reviewed cracks in the park pavement prior to the vote.
Members also discussed park enhancement options: Midland Conservancy (a local landscaping business) offered to prepare a conceptual drawing at no cost showing additional trees and shrubs for the park; councilors said they would review any submission. President's remarks also noted that U.S. Senator Peters visited the park and that the village is waiting to hear whether any parking-lot changes will be required under FEMA hazard mitigation guidance.
Councilors flagged an $88,000 ARPA allocation that may not be usable for a bridge project and asked members to consider a Plan B if federal guidance prevents its use for the bridge. The council did not adopt a final plan for that ARPA balance during the meeting.
No formal fiscal adjustments were made in council discussion beyond approving the Three Rivers final payment and continuing consideration of potential park landscaping and ARPA reallocation.
