Village President Dolores Porte said additional FEMA Hazard Mitigation Grant paperwork had been submitted and raised the question of whether the village should pursue a Community Hub through MEDC-CDBG-DR or build a hall locally, noting that ARPA funds "need to be tied to a project by December 1st, 2024." Council member Carl Hamann moved to move in the direction of building a Village Hall and to pursue local funding; Don Whaley seconded. The motion passed with all five members voting yes (Leah Ziems, Don Whaley, Marcus Thrush, Carl Hamann and Dolores Porte).
The decision came after discussion of two parallel project tracks: continuing with the MEDC-CDBG-DR-funded drain tile and related improvements, or redirecting effort to a stand-alone village hall financed locally. Council members did not specify a final design, budget, timeline or funding source beyond the general intention to pursue local funding; those details were left for future meetings and staff follow-up.
The vote establishes the council's direction but does not appropriate construction funds. The village will next pursue local funding options and follow staff recommendations on project scope and bids at a later meeting. The council adjourned at 8:53 p.m.
