The Rangely town manager told the council the town currently has adequate water flow but expects levels to drop and said water restrictions are likely by June. The manager said Michael will provide a more detailed presentation next week on the water situation and the timeline the town should expect.
The manager also reported the permit modernization project is on track to go live by the end of the month after work by staff, and that grant-management tools are being improved. On housing, the town is shifting away from a duplex model in Sagewood West because of a funding gap; staff are examining “cross-mod” homes (partially modular, partially site-built) that can appraise and finance like typical stick-built homes under Fannie Mae and Freddie Mac. That funding round closes at the end of the month, the manager said, and staff are rushing to complete applications.
Council members asked about emergency options; the manager said the water conservancy district could approve emergency water release if the town reaches a dire restriction stage (stage 3–4) and that a river call might be a factor. Council asked staff to verify whether the district has already put a call on the river.
The manager also said the town is exploring priority-based budgeting and revenue diversification and will provide more information and training if the council pursues those approaches.
