Police, fire and building department staff visited the site and reported no line‑of‑sight concerns with the required fence; planning staff noted the project’s shared parking agreements reduce parking demand and that the addition’s footprint matches the existing building and complies with maximum coverage. Mr. Smarrigan said because the site is in the U‑4A district, council confirmation is required for variances and recommended a favorable recommendation subject to the staff report.
Commissioners asked about outdoor seating and the mix of indoor/outdoor dog‑park space; Meitz clarified the addition includes overhead doors and an area that functions as indoor/outdoor turf seating and dog play space. Mr. Carr moved to recommend approval to council, with engineering comments attached; that motion passed by roll call.
