Planning Commission rezones 84 parcels along Beckley Road and Capital Avenue to T6 Lakeview district

On June 24, 2026, the City of Battle Creek Planning Commission recommended approval of zoning map amendment PRZ 26-0002, which would rezone parcels along Beckley Road and Capital Avenue from B2 regional commercial district to a newly created T6 Lakeview form-based district.
Staff said the rezoning implements recommendations from the Lakeview subplan and packet maps show 84 parcels identified for the designation. According to staff, rezoning to T6 would allow a broader mix of uses, including more housing options, retail, hospitality and recreation amenities, and would extend development patterns beyond the corridor’s previous mall-focused orientation.
Commissioner Morris moved to approve PRZ 26-0002; the motion was seconded and commissioners voted in favor. The staff report cited code sections 1281.01 and 1240.16 of the zoning code as the statutory bases for the rezoning action.
As with the text amendment earlier in the meeting, the Planning Commission’s action is a recommendation; final rezoning requires City Commission approval.
