On June 24, 2026, the City of Battle Creek Planning Commission voted to approve zoning ordinance text amendment A 26-03, establishing a new T6 form-based district intended to implement the Lakeview DDA plan and make the Lakeview corridor more conducive to mixed-use, walkable development.
Staff told the commission the amendment responds to an engagement process with the Lakeview DDA and the public and aims to "recognize the changing nature of the Back Bay corridor as a transition from traditionally a mall corridor to a multi-faceted commercial mix of residential and other retail" uses. The changes remove some limitations in the existing form-based code (T3–T5), bring certain structures into conformity and reduce barriers for developers to reuse underutilized parking and infill parcels.
The amendment would convert areas currently zoned B2 in the Lakeview business district into a T6 zone and adjust building-type requirements to allow a broader mix of housing, retail, recreation and hospitality uses that staff said the subplan recommends.
Public comment on the ordinance was nil; the commission moved, seconded and approved the item by voice vote. The record shows the measure passed unanimously among commissioners present.
The Planning Commission’s recommendation will be transmitted to the City Commission for final action, as the body’s role is advisory and any zoning changes must be approved by the City Commission before taking effect.
