Muscatine County Board of Supervisors approves $2.2 million in claims, juvenile detention contract and several administrative agreements

The board voted to authorize the chair to sign a juvenile detention services agreement with Scott County for $104,025 for fiscal 2026-27. Corey, speaking for the Administration Office, said the Scott County facility is newer and closer than other options and helps keep children nearer their families. "Our goal with children is always to keep them as close to home as possible," Corey said, adding that the county sought to limit transportation costs and that Scott County had guaranteed a bed for Muscatine County under the agreement. Staff noted a typographical error in paragraph six of the draft contract that mistakenly referenced exclusive use for Clinton County youth; administration confirmed that was a clerical error.
The board also approved a memorandum of understanding with the Iowa Department of Management to install required security software on nine auditor endpoints. Information Services Director Bill Riley told the board the MOU covered software the auditor’s office must have in place and clarified the county was not outsourcing other services to the state. "This MOU is related to what we're required to have installed on the auditor's endpoints," Bill Riley said.
Other actions taken included renewing the Iowa retail cigarette, tobacco, nicotine and vapor permit for Casey's Marketing Company (DBA Casey's #2472) at 1334 Highway 22 in Nichols; the motion was recorded as moved by Nathan and seconded by Jeff and carried. The board approved a two-year actuarial services agreement with Nyhart for $11,400 covering fiscal years 2025-26 and 2026-27 to evaluate the county’s self-funded insurance risk and costs. The board appointed Rebecca Sell to the Muscatine County Historic Preservation Commission to fill a vacancy through Jan. 1, 2028 after Lisa Shields resigned following acceptance of a full-time archaeologist position out of state.
