Council seeks clarity on interlocal framework after regional planning agency changes

Council members raised questions about a framework for municipal and regional planning services during the June 23 meeting, asking how a new Hamilton County planning department and an interlocal agreement will affect the city’s jurisdictional responsibilities and financial obligations.
A council member asked whether the county’s formation of a separate planning department would change its jurisdiction inside the city and how the city’s responsibilities would be affected. City staff answered that the interlocal agreement primarily defines jurisdictional and financial responsibilities and that Hamilton County will continue to be required to pay into the metropolitan organization (MO). RPA staff will continue to manage the MO and related federal funds subject to the terms of the agreement. Staff said the city will no longer render planning services for unincorporated Hamilton County except to the extent necessary for MO‑related work and federal transportation funding responsibilities. "That work will still be done by RPA staff in relation to Hamilton County and they will still be required to pay for those services," staff said.
Council members signaled interest in monitoring fiscal interactions as other municipalities continue to use county planning services and in clarifying how any contract renewals or interlocal transitions integrate with city staffing and budgeted positions.
Staff recommended further briefings and signaled that July 7 would be an opportunity for additional discussion as the council continues work on future considerations.
