Bunker Hill Village Council adopts proposed $0.27100 tax rate and files FY2025 budget for public hearing

On July 24, 2024, the Bunker Hill Village City Council approved Resolution No. 07-24-2024 adopting a proposed 2024 tax rate of $0.27100 per $100 of assessed value to be considered for final adoption at a public hearing set for Sept. 17, 2024. The roll call vote recorded Councilmember Susan Schwartz, Carl Moerer, Keith Brown and Andrew Poor as voting YES; Councilmember Eric Thode was absent.
City Administrator Gerardo Barrera and Finance Director Susan Engels presented the Proposed FY2025 Budget and supporting five-year financial and infrastructure model. Preliminary appraisal information from the Harris County Appraisal District showed a 2.77% increase in values; staff recommended the $0.2710 rate reflecting that valuation change. The General Fund included a 5% increase in funding for the Memorial Villages Police Department and a 6% increase for the Village Fire Department; staff recommended a 3% cost-of-living adjustment and a 4% salary/merit pool for city employees.
Staff also proposed an 8% increase in utility rates for residential and nonresidential customers (no change to irrigation rates) and a 7% increase in solid waste and recycling services. Capital priorities discussed for 2025-2028 included water and wastewater rehabilitation, overlay of Bunker Hill Road and Taylocrest, and reconstruction of Memorial Drive and Gessner Road. The Proposed FY2025 Budget was filed per Texas Government Code Chapter 102; no final adoption occurred at this meeting.
