Kirt Mayland presented a draft request-for-proposals for a North Canaan solar project and told the Board of Selectmen the document is intended to explore whether the town should pursue two separate installations or a single larger project approaching the 5-megawatt limit.
Mayland said he drafted the RFP so the town would not pay anything and could exit the process at any point without repercussions; he said structuring the deal as a lease payment that provides a power credit to all town accounts might be the preferable approach. First Selectman Brian Ohler asked whether a lease structured as a power credit would be better; Mayland said a lease payment would likely be the better route.
The board agreed to take a month to review the draft before taking formal action. In public comment, Kathy Keane asked who pays Mayland; Ohler said Mayland’s payment would be rolled into the contractor’s cost and not paid directly by the town.
No formal vote was taken on the RFP at the June 2 meeting; the selectmen scheduled further consideration at a future meeting after review.
