The board reviewed the application against Zoning Ordinance Section 22.5, reading the 18 standards aloud and concluding the proposal met the criteria. Planning Director Darren Bumgarner told the board that the zoning ordinance "does not prohibit a kitchenette or a kitchen" in guest units and that recent state law changes removed the city's authority to restrict kitchens; he also said the previous 30‑day rental limitation has been eliminated.
