Rushford Village approves drafts of liquor and gambling ordinances, sets July 1 public hearings

The Rushford Village Council approved drafts of two ordinances at its June 3 meeting and scheduled public hearings for Tuesday, July 1, 2025.
Attorney Joseph O'Koren told the council that the number of liquor licenses a city may issue is set by the State of Minnesota according to a municipality's population and that Rushford Village should keep a list of on-sale and off-sale licenses until the statutory cap is reached. He said the League of Minnesota Cities (LMC) provides an application form the city can use.
The council voted to approve the Liquor Ordinance #20 draft and to set a public hearing for 6:40 p.m. on July 1 (motion by Travis Link, second by Robert Hart; hearing motion by Travis Link, second by Rick Ruberg; carried). The council also approved the Gambling Ordinance #21 draft and set its public hearing for 6:50 p.m. on July 1 (motion by Travis Link, second by Robert Hart; hearing motion by Rick Ruberg, second by Mike Ebner; carried). Clerk Mary Miner asked for clarification on application forms; Attorney O'Koren confirmed the State provides the gambling application form.
At the June 3 meeting the council did not adopt final licensing fees or local fee levels; O'Koren recommended the council review comparable cities' fees and noted statutory limits on fee amounts. The public hearings will be the opportunity for residents to comment on the draft ordinances before any final adoption vote.
